The short answer
Can you turn on voice translation in Discord?
Yes. Discord's published voice documentation explains calls, voice channels and input devices, but does not currently describe a built-in live speech translation feature.
Loquora adds voice translation through its extension in Discord web or the Loquora microphone in Discord Desktop. Other participants do not need Loquora or a server bot. You can read what they say as translated subtitles or hear it aloud.

How do I turn on voice translation in Discord?

Do I need a Discord translation bot?
No. Loquora connects through the browser extension or your computer's virtual microphone, so it does not need to join or modify the server.
Does everyone need to install Loquora?
No. Other participants stay in Discord and hear the translated speech as normal microphone audio.
Does it work with Push to Talk?
Discord accepts the Loquora virtual microphone with its normal input modes. Make sure your Push to Talk key remains active long enough for the translated phrase to play.
Can Loquora translate what other people say in Discord?
Yes. Loquora shows their words as translated subtitles and can read the translation aloud. Your translated speech is sent back through the Loquora microphone or browser extension.
Can I try it for free?
Yes. The free personal plan includes about 30 minutes of voice translation each month.
